The pin must pass completely through both holes of the handle (upper and lower). Once in place, it should be secured with a tamper seal to ensure it does not fall out.
A corroded pin can become stuck at the critical moment of a fire. It is vital that the pin can be removed instantly. If you notice rust, replace it immediately.
Generally no. The safety pin and the tamper seal (plastic tie) are two distinct products. The seal is necessary to hold the pin in place and indicate if the extinguisher has been used.
